Chris Tande,  President –

Chris Tande, MS

Chris Tande serves as the Western Operation Manager for ARS Aleut Construction, after recently retiring as a Lieutenant Colonel after 21 years of active duty service in the Army.

Chris was raised in Helena Montana.  He holds a Bachelors of Science degree in Business Management, International Business, Montana State University.  A Masters of Science Degree in Program management from University of Maryland University College, and three masters level certificates in construction management from Auburn University.  He is Defense Acquisition Workforce Improvement Act (DAWIA) certified level III in both Program Management and Contracting, as well as Federal Acquisition Certification Level III in Contracting.

As a soldier, Chris served in Infantry and Military Intelligence Units before becoming an Acquisition Officer specializing in program management and contracting.  His Career Highlights include service as Rifle Platoon Leader, and Scout Platoon Leader with 1-36IN, in Friedberg Germany and Bosnia Herzegovina; J2X Operations officer with the CJTOF – Horn of Africa, in Djibouti, Djibouti; Company Commander with the 502nd MI Battalion, Baghdad Iraq; Contracting Officer with the 902nd Contingency Contracting Battalion, Southern Philippines; Chief of Contracting with the JCC-I, Kirkuk Iraq; Integration Officer THAAD Missile Program, San Jose, CA; Deputy Chief of Contracting USACE, Sacramento, CA;

Chris has numerous awards and decorations which include the Bronze Star Medal, Defense Meritorious Service Medal; Meritorious Service Medal, Joint Service Commendation Medal; Army Commendation Medal, Joint Achievement Medal, and the Army Achievement Medal as well as Joint Meritorious Unit Citation with two oak leaf clusters; Parachutist Badge, and Combat Action Badge.

Dawneen Williams, President Elect

Dawneen Williams currently services as Lead Procurement Analyst, Department of Veteran Affairs, Veterans Health Administration, Regional Procurement Office West.  She is responsible for oversight of the region’s Small Business Program and Business Operations.  As the Small Business Program Manager, she ensures Small Business Liaison across the region are equipment to carry out their mission of ensuring small business contractors have the maximum opportunity to compete VA acquisitions and that Regional Contracting Officer’s comply with the Vet’s First Program, which ensures Service-Disabled Veteran and Veteran Owned Businesses have priority to compete for VA set-asides.  As the Business Operation’s Managers, she ensures the Region’s Operational procedures and guidelines are standardized, accessible and aligned with the VA mission.

Mrs. Williams previously served as the Director of Business Operations and Small Business Liaison for the 60thContracting Squadron at Travis Air Force Base, CA from March 2008-Septemper 2012.

A Veteran, Mrs. Williams honorably served 21-years in the United States Air Force.

Norma Ochoa,  Secretary –

Norma Ochoa is currently a Contracts Manager with a Minority Owned Business that works mainly with Fortune 500 clients. She has been involved in contracts since 2018, and prior to that worked in the legal field managing law firms and assisting them with document control and review, as well as case analysis. She has a passion for all things legal and is always looking for ways to further her knowledge and education.

Kenetta Meares, VP of Membership 


Kenetta Meares (MAA) (CFCM), has served on the Sacramento NCMA board since 2015 as the VP of Hospitality and VP of Social Media/Marketing (2018 to present).  She has over 23 years of  Federal Government Acquisition experience with the United States Department of the Army, private sector, and the United States Department of Veterans Affairs.  She currently serves as a Procurement Analyst for Veterans Health Administration.




Charles Simon, VP of Communications

Innovative and motivated management professional, seasoned by a successful military and civilian career, with an exceptional performance consulting with small and large organizations.  Twelve years of Federal Government Contract and Procurement experience. Currently manages strategic pharmaceutical contracts for Sutter Healthcare and responsible for a portfolio of contracts exceeding $500 million.  Graduate-level education in Business Administration in Healthcare as well as Cybersecurity, Negotiations, HIPAA, Strategic Sourcing, Risk Management, Software License Agreements, NDA’s, Finance, Legal, Operations, Marketing, Accounting, HR, Leadership, Compliance & Ethics, and much more.
