- Dawneen Williams, President
Dawneen Williams currently services as Lead Procurement Analyst, Department of Veteran Affairs, Veterans Health Administration, Regional Procurement Office West. She is responsible for oversight of the region’s Small Business Program and Business Operations. As the Small Business Program Manager, she ensures Small Business Liaison across the region are equipment to carry out their mission of ensuring small business contractors have the maximum opportunity to compete VA acquisitions and that Regional Contracting Officer’s comply with the Vet’s First Program, which ensures Service-Disabled Veteran and Veteran Owned Businesses have priority to compete for VA set-asides. As the Business Operation’s Managers, she ensures the Region’s Operational procedures and guidelines are standardized, accessible and aligned with the VA mission.
Mrs. Williams previously served as the Director of Business Operations and Small Business Liaison for the 60thContracting Squadron at Travis Air Force Base, CA from March 2008-Septemper 2012.
A Veteran, Mrs. Williams honorably served 21-years in the United States Air Force.

Kenetta Meares (MAA) (CFCM), has served on the Sacramento NCMA board since 2015 as the VP of Hospitality VP of Social Media/Marketing and currently serves as the Secretary.

Gary Basile is new to the Sacramento NCMA board this year. Since 2007, Gary has held various roles in the contracting industry supporting and administering federal and private sector procurements. He loves to negotiate and take on unique procurements. He is currently the Branch Chief of Health Care Resources Team I within Network Contracting Office 21-Department of Veterans Affairs
